FDA regulates HHS (e.g., NIH Clinical Center, NCI trials, etc.). This concern was brought up years ago, 2005, to FDA and HHS but the concerns were disregarded. And, if I was a pharma company I would be worried about my trade secrets. FDA employees seem to have disdain not only for their leadership, but for the federal laws under which they operate.
